Scottish Government Published New China Engagement Strategy

On June 13, the Cross Party Group on China hold a meeting in Scottish Parliament Building attended by Mr. Pan Xinchun, Chinese Consul General in Edinburgh, Ms Fiona Hyslop, Cabinet Secretary for Culture, Tourism and External Affairs who delivered speeches.

On behalf of the Scottish Government, Secretary Hyslop announced the publication of new Scotland's International Framework China Engagement Strategy, following the previous two China Engagement Strategies released in 2006 and 2012 respectively. The Strategy acknowledges that as China enjoys steady economic growth, increasing international cooperation and partnerships, working collaboratively with China reflecting Scotland's ambition to build an outward economy. The Belt and Road Initiative, China's 13th Five Year Plan (2016-2020) and etc offer valuable opportunities for collaborations between China and Scotland. The Strategy suggests that Scotland will seize opportunities provided by China's development by including China a priority country for Scotland's international engagement. The Scottish Government will integrate its development aspirations with China's development plans so as to strengthen fruitful cooperation between the two sides in various areas including trade, investment, environment, culture heritage, science, education and innovation to elevate friendly cooperation.

Consul General Pan spoke highly of the publication of the new Strategy, saying it is in tune with the trend of China-UK 'golden era' and complies with the aspirations of people in Scotland. He expressed that both sides yielded fruitful results in pragmatic cooperation in fields of trade, investment, technology, education and culture in recent years. Now our friendship and relations see a rapid growth with close contacts at higher levels, strong foundations and new opportunities. The publication of the Strategy comes at a right time, sending a positive message about Scottish Government's commitment to cement the China-Scotland relations. Mr. Pan emphasized that China is willing to work together with Scotland to bring the mutual beneficial cooperation to a new high and open a new chapter of China-UK relations.
